5月20日23时许，有安平镇的网友突然通过QQ发来消息说，今日他们村里的干部挨家挨户地通知说21日3时左右娄底将发生地震，“所有村民 务必做好防范措施，尽可能地避免伤亡。”而后通过询问，一位渡头镇的网友也告诉说他们也接到了同样的通知，搞得现在大家都不敢回家睡觉。

致电娄底市地震局，但电话无人接听。而后便致电娄底涟源安平镇，据该镇党委书记肖炳贤介绍，他们确实接到过娄底地震局的通知，该通知称：据 中国地震台网中心测定，北京时间5月20日1时52分，在四川平武县（北纬32.3度，东经104.9度）发生5.0级余震，娄底可能会有震感，各乡镇务 必做好防范准备，危房内切不可住人。不料此通知却被村民们误解为“5月21日凌晨3时左右涟源将发生5.0级地震”。肖炳贤还说，他们正在努力做村民的工 作，奉劝大家安心回家休息。

晚上23时开始，因担心地震，娄底有许多群众陆续走上街头不敢回家，多人致电寻求证实消息，但多数市民已经睡觉入梦乡了。（唐运贵报道）
