Normally when Chinese want to come to America for studying, you have to pass the TOEFＬ test. As a result, the TOEFL test is very popular in China, and the fees for applying for the test is becoming higher and higher. This year it is $140.  If you change that to Chinese RMB, it is more than some people’s salary if the person just graduated from University.

Normally, if you passed the TOEFL test, so it is possible for you to apply for all kinds of scholarship. That is why Chinese students are trying so hard to pass the test.

I feel that is unfair. That was the paper-based test.

And then IBT(internet-based), CBT(computer-based test) came out.

And then in some universities or college, conditional admission comes out. In such case, before you come to USA, you could not make sure what kind of scholarship you can get. At least, the first year, you have to pay a lot. If people can come with conditional admission, it means they have a little bit money. Maybe they do not care about the scholarship so much.

If you have money, you can go to USA without passing the TOEFL test.

If you do not have money, you have to make money and try hard to pass the TOEFL test before you can come.

Do you think every poor person can apply for the test and pass the test?
