In Japan, the knowledge is being done very well to protect yourself when earthquakes happens.

In China, there were not so much earthquakes. So when the earthquake happens, a lot of people do not know what to do. Some old people even do not know what earthquake is. They probably think that is some god doing something now.

When earthquakes happen in Japan, the elementary schools and middle schools in the local places are the places to take refuge. But in China, when earthquakes happen, the elementary schools and middle schools are always the places that suffer the damage first.
